Cecil Webb Park and Recreation Center History Cecil Webb was a Knoxville Utilities Board employee in Knoxville. He was well known in the South Knoxville community for being heavily involved in neighborhood organizations in the Island Home area. After his death due to a lightning strike, the community named the recreation center in honor of him.
